Tan Sri C Rajandram
Tan Sri C Rajandram was appointed Executive Director/Chief Executive Officer of RAM Holdings Berhad (“RAM”, formerly known as Rating Agency Malaysia Berhad) on 1 May 1991. He is currently the Executive Deputy Chairman/Group CEO of RAM Holdings Berhad.
Prior to taking up the challenge of spearheading the setting up Malaysia’s first credit-rating agency, he had been with Bank Negara Malaysia (Malaysia’s Central Bank) since 1962, where his designations had included Manager for the Accounting Department (1973 to 1980) and Secretary of the Capital Issues Committee (1976 to 1985). He was also appointed the Central Bank’s Advisor for Operations in 1980, a position he held until his departure in May 1991. In the interim, he had been seconded to the Ministry of Finance (June 1986 to April 1991) as the Director of a special unit that monitored and restructured Government-linked companies.
Elsewhere, Tan Sri Rajandram is a member of the Economic Council. He is also a Commission Member of the Malaysian Communications & Multimedia Commission, which regulates the telecommunication industries of Malaysia.
Tan Sri sits on the Boards of RAM, and RAM Ratings (Lanka) Limited. He is also a Fellow of the Australian Society of Certified Practising Accountants, a Member of the Malaysian Association of Certified Public Accountants, and a Fellow of the Institute of Banks Malaysia.
Wong Fook Wah
Mr Wong Fook Wah is the Deputy Group Chief Executive Officer of RAM Holdings Berhad. Mr Wong has been with RAM since its inception in May 1991. He was on the Board of Directors of Malaysia Derivatives Exchange Berhad (MDEX) from January 2001 to May 2004. Prior to joining RAM, Mr Wong served the Ministry of Finance, Malaysia from 1977 to April 1991 first as an economist for eight years and later as an corporate analyst in the special unit, addressing the problems of ailing Government-owned enterprises for four years.
An economist by training, Mr Wong received his Bachelor of Arts (Econs.) degree from University Malaya and a Master degree in Policy Science from Saitama University, Japan. Mr. Wong has presented papers in a number of conferences and seminars in Malaysia as well as abroad on credit rating and the Malaysian capital market. He has also represented RAM in several committees and task force panels on debt market development.
Liza Mohd Noor
Liza is the Chief Executive Officer of RAM Rating Services Berhad (RAM Ratings). Liza joined the organisation as one of its pioneer analysts in 1991. She has extensive experience in the ratings of corporate bonds and sukuk as well as bank ratings, and has served in several leadership positions before becoming RAM Ratings’ Chief Operating Officer in 2007.
During the 1997/98 regional economic crisis, Liza had also been seconded to the Corporate Debt-Restructuring Committee (or CDRC) - a unit of Bank Negara Malaysia – where she had been principally involved in sector-wide restructuring schemes and reorganisation of government- and state-owned enterprises. Earlier in her career, Liza had had stints with a merchant bank, where she had been mainly engaged in corporate-advisory work pertaining to Government privatisation schemes; and an accounting firm, where she had been chiefly involved in corporate receivership and liquidation work.
Liza holds a Bachelor of Economics, majoring in Accounting, from the University of Adelaide, Australia. She also has a Postgraduate Diploma in Islamic Banking and Finance from International Islamic University Malaysia.
Chong Kwee Siong
Chong is the Deputy Chief Executive Officer of RAM Ratings. Since joining the company in 1994, he has undertaken numerous rating assignments covering issuers from a wide range of industries.
In 2000, Chong led the establishment of RAM Ratings’ Structured Finance Ratings Group and the development of rating methodologies for structured-finance and asset-backed transactions. He has also represented RAM Ratings as a member of the Asset Securitisation Consultative Committee, spearheaded by the Securities Commission of Malaysia. Chong has presented several papers in conferences and seminars, both locally and abroad, on topics related to credit ratings, securitisation and the Malaysian bond market. He has also acted as a domestic consultant on Malaysia for a project on the study of the ASEAN regional capital market.
Chong holds a First-Class Honours degree in civil engineering from the University of Surrey and an MBA from Bradford University in the United Kingdom (“UK”). Prior to joining RAM Ratings, he had worked as a structural engineer in a multinational engineering consulting firm in the UK.
